My budgies were the same way. Give them a nice big glass dish to bathe in and they won't go near it. Glass of water that I'm drinking out of? They dive right in.

Poor little birdie, how about a flat bowl where he can stretch his wings while taking a bath. He only appears to be getting his face and chest wet. He definitely doesn't want to let go, he's afraid to drown. His feet should touch bottom and still have water to splash in.
