I always use Rebecca for every play through. High skill and speed means good chip but definitely needs strength boosts.

Rebecca is the best archer as long as her strength is at least enough to dent the enemies (even as little as 10 could be okay). She will double almost everything and might crit almost as often as a Swordmaster. However, I bench her in the finale because she's never strong enough to actually hit the dragon at the end.
