This is a liquor store run by the Kerala government . In Kerala, only bars and government beverages are allowed to sell liquor. 'Government Beverages are cheaper than bars'

I think it's something sticky that's attached to the receipt, honestly I don't quite remember what it was, but I did notice it was everywhere lol

That's the quality checking seal sticker.. Sticked to the cap if the bottle.
