I would actually really love wearing a T-shirt and shorts without feeling weird because everyone else is wearing a bathing suit and I don't like to show my body. I would feel completely comfortable in Korea because of that reason.

I am currently studying abroad in Seoul. I went to Caribbean Bay (the waterpark next to Everland) I brought my swim cap thinking it was mandatory, but it wasn't, I only saw a handful of people wear it. So I guess its not all Korean waterparks have swim caps.

If you look at the Weather, it's not the sunniest of days. Most of the time, Water Parks are a tourist attraction and most tourists often will try pick a super sunny day to go to a water park to kill two birds with one stone(kill the heat + fun) instead of just going when the weather is fine and having fun. Not to mention, personally I wouldn't go to Korea for Water parks, I would more so go for either it's night-life, Electronic culture or simply it's food(or perhaps work).
