If we count the Kyoshi novels, which are canon, she literally can bend earth at tectonic levels, (we see it in the show)if she have a weakness its is her bending is too powerfull to control it. She fire bends so hot it goes white, she can bend the water in human body and can stop their heart by frozing it with a simple touch. She is a natural at airbending because of its family. And all of this without the Avatar State while she was 17 and little to no formal training beforehand. And she is extreamly resilient too, she took multiple lighting strikes and still manage to get up and finish her opponent. So if we are scaling pure power level, Kyoshi probably is the most powerful Avatar when it comes to bending. Korra is not even close.
