I think those responses more so refer to the fact she can do what she wants. Drinking is bad for you, eating junk food is bad for you, not getting regular exercise is bad for you, but as individuals we are allowed to do as we’d like regardless of what’s healthy and what isn’t. Being "sued" happens in a court of law. Not the same thing at all. Anyone can file a report about anything to an embassy. Usually nothing happens.

The only thing that matters is whether it's something so important that it leads to a referral to other authorities and any action being taken. It's not likely any embassy personnel would think this kind of thing, in this case, needs any further action, since it's obviously a report filed by a silly Kpop fan who hates Jennie. There is no legal significance to it. It's like somebody sending a complaint report to Booger King's regional office complaining about some french fries because two of their fries seemed short and two of the fries seemed too long...and the customer is unhappy because she prefers that her french fries all be exactly the same length. There will be a "record" of the complaint in the computer system, but it doesn't mean anything.
