Garp, like Katsu, is a figure that we shouldn’t be surprised lead to the birth of figures like Luffy, Dragon, Koby or Kuzan.

Dragon has no real problem with either, and his main issue is with the corrupt ones. Keep in mind that he only deals with kingdoms that abuse their power. Not to mention, he doesn’t go directly attack the Navy either. As for Luffy, he only wanted to be a pirate, because he more or less wants adventure and excitement, based on stories from Shanks.

This scene/single episode alone should be the reason why we all should respect garp more often. Say whatever you want ... "oh he's old", "he's not in his prime anymore" & "bla bla bla ... etc", but understand this ... his freedom, morals & training arc is a lot different than other characters in one piece. He's literally the real embodiment of destructive raw strength with outstanding morals and value. Just like Luffy, Dragon & Koby. "Even if his hands and feet are tied, you guys aren't good enough to kill Garp!" - Aokiji/Kuzan (Ex-Admiral) "Don't use your haki or you're not truly training" - Garp "The strength that those heroes have, it's not something you're born with" - Commodore Brannew. I mean ... what else do we need about Garp capabilities? Even ex-admiral, most high-ranking/top officers of marine & pirates knows that this guy is capable of killing & annihilate the most strongest existence in one piece. But, His great-heart & awareness towards his pupil & family are always the only reason why he's always holding back and not obliterates everything in one/several blows.

Every pupil he has trained are all good people at heart. Luffy and Dragon may not have become Marines, but they certainly care for their subordinates and hate seeing the injustices perpetrated around them. Kuzan is no exception, except when he became disillusioned by finally seeing the corruption of the Marines and World Government he lost his way and he’s still trying to figure it all out after losing everything he believed in. I think it’s pretty clear that the Marines of Garps time were a lot more noble and upstanding than what we see they have become now. A shame, but Garp believes that they can still return to that old glory and believes Coby can be the one to do it. He might very well be correct.

Luffy understood from the beginning that he wouldn't be able to do so, even though he's stupid. Luffy is dangerous because he has an open mind, he doesn't see the world in black and white. He understands that just as there are good pirates, there are also bad marines.
