Because 50 % of the Gaza population are under 18 years old , and Hamas leadership is based on Islamic fundamentist ideology, which martyres their followers in the name of Allah. Hamas are then able to use their civilians as shields. As has been reported widely by Amnesty International and UN , children ( anyone under 18 years ) are used as soldiers, which means they are also armed.
