Theres alot of reasons. 1. Sometimes they do. But its also cheaper to film things in different states without snow and fake it. Due to the tax breaks and such. Plays scheduling and a plethora of other reasons. There's an episode of Tosh Show with a star of Hallmark films and they discuss how it's all done and super intriguing if you dont already know how things get made.
