Make sure that your Aadhar card is linked to your number, else first link the number to aadhar from an Akshaya centre as I did and wait for the updated Aadhar. After getting the updated Aadhar card, proceed for pan card from a cafe. It would be better. I got my pan card doing this way. These all happened with me. You can use your phone number (no problems regarding the name of person in which the sim is already taken) to link with Aadhar.
