In my opinion, she's singing about leaving her boyfriend that is her true love for her carrier and LA. He is the cool free spirit type ('you have the music in you ...'), but that's not enough for her. As much as she loves him, she can't deny that she also craves the Hollywood power and vibes (West coast), which is why she said 'I wanna say I miss you so much' bc no matter how sick the west coast is, she likes it... But the west coast is a double-edged sword where she pays by having to be with old powerful men just to get what she wants in her career. What seems strange is that same old guy is in the Shades of cool video, which could mean that in the West coast video she doesn't present him as a sleezy old rich pervert she has to be with in order to advance in her career, but as the part of the West coast she also likes (older cool guys who match her wild spirit)...

I feel like the line his parliaments on fire one is referring to the guy she’s with in the car and the line I can see my sweet boy singing is for the past relationship of the guy on the beach where she gets more happy about him and adds Spanish lyrics as well to show her love for him but the parliament guy she’s in relation with right now is someone who provides for her but she isn’t in actual love with him but tells herself and the world that I’m in love…I’m in love…when she’s not.
