They're not. The bar has to be 100% motionless before a press command can be given. So if the bar touches the chest, but wobbles from side to side for a few seconds, the referee will wait for the bar to stop wobbling before giving the press command. Re watch the bench press and you'll see this. However, the judge giving the reds on squat depth.....
