It was a fairly reasonable decision for the most part (to cancel it I mean) As graphics get better, so do development costs. Not all companies can afford the the risk and money sunk in. I think it's because he's an ex-Sony executive and Sega wanted to one-up Sony back in the day. He famously said that 2D games were "on the way out" (to be fair, it was the time where everything was making the 3D transition) and that RPGs were "too nerdy" to be popular (he said this in 1997, just a few months before a little known PS1 RPG called Final Fantasy VII was released).

No, you could not use an umbrella as a parasol. If the umbrella has no UV-protection layer then the thing only works to block out the heat by a very small margin. You still would have to apply sunscreen if you have to take long walk or are sensitive to strong sunbeams. Most umbrellas have a very thin plastic translucent-like layer and that won't really help if you want to walk "just" in shade (minus the UV-protection).

Look for further than starfox 2. game was 100% complete and highly advertised, but given the axe because Miamoto decided no one wanted it and instead waited around a year or so for the N64 to come out to make starfox 64. nevermind that you could make the argument that the next gen was well over a year away, but the game was DONE. Problem in that you can find a playable dump of it if you know where to look that plays on any snes emulator.

TimeSplitters still hurts. It had so many features that somehow no other shooter copied 20 years later. Even Multi-player with bots has been slowly dying off, dooming an entire half of most games that come out these days once people move on to the next hot thing. I never knew the reason it was canceled, I assumed it was because of Haze bombing, now I'm even more depressed. I know Deep Silver owns the rights now but I don't exactly trust them with the IP either, and I'm not sure if TSRewind will ever come out either now.

I think Fez 2 could definitely be called one of the stupidest game cancellations ever. Phil Fish cancelled it after a mild tantrum on Twitter.

Mega man games only sell well on Nintendo platforms and Nintendo (Wii u) does not have a big enough fan base built up yet for it to be worth releasing the Mega Man game on (sounds stupid I know but its probably true)

If I were to wager a guess, I would guess that the idiot responsible for the cancellation of Streets of Rage 4 attributed his lack of knowledge of the franchise's existence to being the result of the series being too niche to be worth the money for developing a sequel. Perhaps assuming that if he hadn't heard of it, then most other people hadn't either, and so it wouldn't help sell the Dreamcast.
