Ok, there is actually a way to signify if something is a cartoon within a cartoon: give the cartoon a different art style than the cartoon it inhabits. If your regular cartoon has fine lines and realistic proportions and your characters are watching a show with bolder lines and more stylised characters, you know it's a cartoon. Alternatively make the cartoon something that you know has to be a cartoon, like in a cartoon with humans make their cartoons talking animals, and in a cartoon with talking animals make their cartoons talking fruit, etc.
