Like, let's say you have a local law that says you're not allowed to have sex with a goat under a full moon or whatever. What that usually means is that, at some point, someone did that and everyone was like "DAMMIT, LARRY... **writes law** YOU CAN'T DO THAT ANYMORE!" That's how we make laws. Now that's not to say we never make bad laws, but they are usually made for a reason, which is when we (as a society) kind of collectively decide "hey, maybe we shouldn't do that anymore."
