He went for the absolutely bizarre (deadpan mode) to trick the people who were expecting another boring segment about... whatever the segment was about. It was a thing he used to do.

Everyone has always said 'retarded'. It was only about 2017 when it became a real, "you absolutely can NEVER say this word" speech policing type thing. Everything was 'retarded'. Your parents won't let you go out tonight? Well, that's retarded. My boss is making me come in 2 hours early tomorrow, it's so retarded. No one got offended because they knew that some words have totally separate meanings depending on the situation.
