14:32 you misunderstood what happened when Gigantomachia was running to Shigaraki. Gigantomachia was MILES away from where Shigaraki was at the hospital, so when he was shown running through buildings, he was running through ENITRE CITIES. The heroes only evacuated the city around the hospital, not the couple Dozen cities between Gigantomachia and the Hospital.
