For me it's B+. Lot's of setting and world bulding/development in this arc. Interesting theories about Vegapunk and devil fruits, cool dynamics because of Law changing people's bodies, a plot to take out a yonkou, corruption, drugs, poison, a satisfying punch, EVEN AOKIJI SHOWING UP. The pacing feels fine for me, although I remember the manga being a bit confusing to read when characters had their bodies changed. I personally like this arc a lot tbh, maybe I would even put it on A personally, I'd have to think about it and compare it to other arcs
