In principal this makes sense, but it doesn't make it clear whether or not the "nay sayers" would include people who represent legitimate concerns. Some leaders don't like to hear honest, important feedback, and they will brand those with courage to speak as "nay sayers" even though they really are just honoring the 5 crucial "functions" of a team (as opposed to fostering an environment of dysfunction).
