Mom Accused of Hiding Dead 5-Year-Old Girl from Child Protective Services

Kinsleigh Welty was five years old when she was found dead from malnutrition in a feces-covered closet by police in April 2024. Her mother, Toni McClure, and her boyfriend, Ryan Smith, were arrested and charged with murder and neglect. The duo allegedly attempted to hide Kinseigh from child protective services to avoid being arrested. The people that took her from a safe home are complicit. My momster almost killed me, and I was so depressed at 8 years old that I swallowed pencil leads and oil and hoped to die. Kids cannot speak up and ignoring all the evidence needs to result in investigations of people who allowed this to happen.

A family friend of ours was a foster mom and fostered dozens and dozens of kids. One time, she had to go in the middle of the night to pick up an infant. The infant had cigarette burns all over her body from her father putting his cigarettes out on her apart from other horrific abuse (we are talking a weeks old baby). My family friend cared for her for a while until the court told her they were giving the infant back to the father. She went in and turned in her foster care giver license that day and never fostered again. The CPS system is so dangerously and tragically broken. I look at my little baby and could not IMAGINE even saying an unkind word to her, let alone abuse her. It’s sick. This mom should be put under the jail.

I grew up in a foster home. My adoptive brother Was neglected by his biological parents. When my adoptive parents got my brother from CP. S.The back of his head was as flat as a dinner table. He was left laying in his crib.All the time. His brain did not fully develop up because of the lack of care and interaction. I often think what he would be like if they would have just loved him correctly.

I think it's called scapegoat syndrome or something like that. It is really really common. I don't understand it either. I can't imagine hurting any child, let alone my own. The newborn tested positive for THC at birth. The hospital called DCS. Depending on the state, kids aren't removed for it because weed is legal. When DCS comes, they have to check each child residing in the home.

It was likely the infant was tested at birth (or even weeks after, it could still be positive for THC) because of the existing CPS cases. So the presence of THC would be because of the mother's ongoing use. And since cannabis appears to be safer than anything big pharma is poisoning us with, calling the use of cannabis "neglect" is quite a stretch. There are PLENTY of other ACTUAL red flags here ...

My two year old at his last wellness check was 31 pounds. He recently got sick and has had an ear infection so i made him an appointment and when they weighed him i noticed he had went down to 30 pounds. I asked the doctor and she said it was only 6 oz that he went down and its normal when they get sick, which i knew, but it made me feel bad because i know he hasnt wanted to eat much. Thankfully he got meds and is eating again, but definitely didnt like seeing him lose weight. I wish i could have loved this little girl. No way she would have starved to death and would have been so loved. Rest peacefully sweet one, you are remembered ❤

This story just broke my heart. I have three kids and would be beside myself if someone did that to my babies. These kids deserved so much better. I'm with you...if she didn't want these kids, why not just work it out with the grandparents or CPS to place the kids in a safer home? She didn't because this was about control. She enjoyed doing this to her kids, which makes this even worse, knowing she likely did this intentionally. I feel CPS also missed an opportunity and chose to disregard the obvious problem. There are so many people that could've stepped in to do something and they did nothing. These kids, especially Kinsleigh, were failed by the very people in their lives that were supposed to care for and love them.

What are the requirement for one to work as CPS agent?? I would like to think there is a special policy that every CPS agents should be those people who had grown up experiencing abuse as well. Of course we should not hire broken people, but those abused children who had become fully empowered adults. These kind of people are rare indeed, but they still exist. And they would have bigger empathy and motivation to save these children.

I suffer from depression and years ago my children were taken because every time I went in the mental hospital I would place my children in protective placement because I have no family here and I had 4 children and didn't know how long I would be hospitalized so I thought it was safer for the children because taking care of someone else's 4 kids is a lot to expect from friends. Anyways they took them permanently because I put them in placement too often. I asked one worker "if I would have let just anyone take care of them I would still have them. She said yes. So by me trying to protect my children I lost them. There was no abuse or neglect on my part, . Child services don't know what they are doing. The let the wrong parents keep their children and take the wrong children.

These no hoper so called parents should be given free birth control from the hospital. So sad all kids having to go through these conditions. Now they go into the system. So so sad and disgusting.

To all the people blaming cps: what do you expect when most states give them next to zero funding just like our schools? Blame your own greedy selves for things like this failing.
