My opinion is that the feds had this recording in the hotel, and had been preparing Cassie to file a lawsuit, guaranting her safety by her agreement to some payment to solve the issue amicably, so that Sran thinks he has solved the issue with her, but names of some other victims were already known to the feds(through Cassie or others close to Mr Combs) and by "amicably solving the issue", the feds provided her safety and gained time to deeply investigate the claims and arranged the house search right when they were ready to take to court.
