Even the convict's are lazy about. It's not a free service we pay for this. He could've thrown the bags in as well. They just started that no bags outside of cans around my place a year or so ago. It didn't take em long to learn me and a few neighbors will let it sit as long as they leave it. They get everything like always in a can or not. 👍

That's not lazy, they DO NOT have to pick up what's not in the can, and they don't always have the time when it's a busy route and all the cans are heavy as hell...

I think this is probably a product of our attitude towards refuse workers in society. We don't really consider it a public service, and so don't pay them accordingly. A garbage collector in the US earns ~38k on average, while a police officer earns ~55k. We pay them for the bare minimum and receive the bare minimum service in return, and as we see here it's the citizen who pays the price.

Not lazy, the truck has a limit of what will fit in it, 2 bags = 1 bin, if every house put out 1 bin and 2 bags, the truck will get filled and only 1/2 the run will get done, when the truck gets emptyed it starts a new run. You are lucky the truck took the over filled bin
