There was rule change about a decade ago in the rules . Comedy and drama categories were based on 30 min vs 1 hour episode length. The actress from OITC won Emmy for drama and comedy best supporting actress in consecutive years for the same role cause of the change

I wish there was more strict criteria in place to put shows in the correct category. Since season 1 they have been nominated in the Comedy category to have a better chance of winning since they would have been up against Succession in the Drama category. Now that Succession has concluded, I'm surprised to see they aren't nominated as a Drama. Either way, they should have never been classified as a Comedy. Jeremy Allen White deserves all the accolades, but it doesn't seem right to have him nominated against comedies.
