For takt time that is correct. Think of takt time as the PULSE of complete process it measures how many seconds you have to deliver one unit. Some process may have 200 people some may have 100 and meet the takt time, what is the difference, one is way more profitable than the other, that is why LEAN is so important, when you measure a single process people or cels become important there is where you can Improve processes.
