No. Go to 0:29. "h" is always negative in the vertex form. The value of "h" can be positive or negative. So, when you see an addition sign inside the parentheses, that means that there was a sign change. In order for that to occur, the "h" value must have been negative, which means that the graph shifts to the left.

​@@harlanpm No, he just made a mistake. Think about it! He said "shifted to the right and DOWN." You can't have it both ways, Harlan. Either the graph shifts right and up or the parabola shifts left and down. He says "right" and "down." One of these is a mistake and given that he later corrects himself and says "left," we know that he misspoke the first time.
