Sir as if a welder is qualified in plate he is also qualified in pipe, please tell us which table we have to follow for range of qualication between pipe and plate? For example if a welder is qualified in 10 mm groove weld of plate what OD of pipe he also gets qualified?

Refere QW 461.9 If you qualified your welder in plate, welder is qualified to weld 24" pipe dia and above.

If a WPS is qualified in P1 to P1 then is that WPS also qualifies for P1 only or P1 to P15

WPS is qualified for P1 to P15F. But in that WPS you need to check other essentials variables like if there is any change in F Number, pre heat, PWHT etc . If so you need to requalify the WPS. Pls comment if you have further questions.
