How to include Approval process on delegated rules. For example, here in this video Decision table is delegated. Once Business users edited this decision table in PROD and while saving the rule, need to route to a manager to approve the change. How to implement this?

You can enable checkin approval process for delegated ruleset.

Its not advisable to add sysadmin roles for such business users. You should have added specific privileges named opendeveloperform, updatelimitedform and pxviewlimitedform to the specific business user role to allow them to edit delegated rules.
