Is it easier for people to switch between different standard English accents, if their mother tongue itself is English? I mean, if you are British and fluent in British English, do you find it easier to pick up an American accent, than someone for instance from India or China?

No, it's not quite that easy. It might seem like it's easier, but you still have to do a lot of work to aquire and maintain any accent/dialect of English that is different from the one you learned from birth.
