I have been having the same problem. All the help documents say it is a permission issue or a setting not enabled.

You miss consistently a key bit of info...you cite lists but NOT how to start off lists, you cite libraries but not HOW to set up a library. If we are to distinguish between the two anyone watching this needs to know how to create a list or a library from the beginning not append add or remove from prexisting ones.
