The short answer is 'as hard as you need to' in other words you have to tap down the high hard enough to move it, if it doesn't budge then there may be tension in another area that needs to be released first, or potentially an obstruction on the inside of the panel, start slow and gentle and gradually increase power until you get the result you need.
