As you said in some democracy parliament is declining , its true in some of democracy it is declining where cabinet ministers and other members took decision at very low level and there was no participation of parliament . Some counter arguments to support this statement that legislature haven't losen it's power and not subordinate to any other level , they are :- 1. Legislature isn't declined even if there are very strong cabinets retain its majority in parliament 2. Strong leader has to answer the questions for the satisfaction of the people 3.parliament is the most democratic and open forum of debate 4.vested with all the powers

Why Parliament has declined? Answer - In most democracies, legislature are losing central place to the executive. In India too, the cabinet minister initiates laws and policies,sets agenda for governance and carries them mostly reason that a representative of all organs government not accountable,not responsible that's why thai led to parliament has declined. It's all vested with the power to choose and dismiss the government

The answer of the question that you provided on the class ' Parliament has declined ' Answer : On general election, people casts their vote to their representatives who will make laws behalf of them. However, due to money and muscle power or proxy votes, criminals are getting through the Electoral processes and becomes MP or MLAs and going to formulate policies by sitting on the Parliament. Sometimes, getting elected by the malpractice, people gets suffer like Sandeshkhali, WB. So, in conclusion, Candidates should be barred from contesting election if having any criminal cases, he/she should submit Affidavit or Income tax file. People should be more vigilant regarding electing representatives, rights should be more safeguarded. Thus by following we can incline our Parliament and will be able to initiate positive steps and measures. MAM, kindly check whether this is acceptable. Since, I'm not adorable with UPSC answer writing. But till I'm writing it. As we know efforts do not lose. Thank you Niladri Nandi
