Of cos. Most USB in car shuts off when car turns off. If you want a bypass and keep that USB running you need to modify the wiring. My old Audi in 2003 was wired like that but newer cars all shutoff to save the low voltage battery.

Plug in your phone and see if it's charging. If it is charging while engine is off then that means the port is hot all the time. If your phone doesn't charge when engine is off then the port is only pulling from the battery while the engine is running. It would not be draining your battery if engine is running.

If your car does not support wired Carplay or Carplay at all, than it will not work.
