The Mr Freeze design is the same one as the hot wheels toy, but that’s because it was a generic Mr Freeze design they used for all Batman kids merch in the early 2000s, from books to shirts to toys.

Lego should really make a jaw piece for Mr Freeze that goes with that dome. That gap doesn't work very well.

The "Hot Wheels design" is not actually Hot Wheels, it is a generic-classic comic book design that DC uses for marketing characters that are not a specific version of a character.
