The Scarecrow’s fear toxin is, at its base, a hallucinogenic. Batman thought he’d been exposed to a variation of it without realizing it and that Scarecrow had placed himself within the hallucination to tease or even torment him.

No. But when The Lego Movie 2 came out, there was a Lego CMF series from that that included the four main characters from the Wizard of Oz. Dorothy (with Toto) The Scarecrow Tin Man Cowardly Lion Also, the wicked witch came in the The Lego Batman movie sets with some flying monkeys, as well as she's a playable figure for the Lego Dimensions game.
