I 100%-ed this game when I was a kid. I actually remember once when I ran into that parrot roadblock, I actually tried waiting around because he said "try another road, or come back later". That parrot never moved; I ended up waiting for so long that the pizza I was holding disappeared and the Infomaniac told me I waited for too long and should try again (I don't remember exactly what he said).

There is one piece of dialogue that you forgot. If the player takes way too long delivering the pizza, it disappears from the LEGO hand, and the Infomaniac explains that the customer couldn't wait any longer and someone else delivered the pizza for the player. I remember this piece of dialogue the last time I played LEGO Island.

Take note that when playing as Pepper the sign is misspelled as pizaz. When playing as anyone else the sign is spelled correctly. Pepper can't read so he didn't know the sign meant don't feed the Brickster pizza
