It was a teleportation spell in the flash back. Jayce's mother was dying of exposure, but she wasn't dead yet. He teleported them to some place warmer to save them. However Jayce's mother still lost fingers to frostbite, so he didn't turn back time or heal her.

The boy threw it up there when she was way younger, and at that time she could never get to it, and once she got old enough to probably be able to do it she had no reason to want it anymore so she didn't bother getting it. But now, Powder needs the comfort once Vi is gone, so she took it down for her.

You can see that his mom lost two of her fingers to frostbite from the experience (she has metal prostetics in the present). That kinda proves that no time reversal happened, at least to her. You can also see some snow capped mountains in the background when they landed, which I assume is where they were. They probably didn't teleport very far.

One of the few that picked up on Vi saying goodbye to Powder. Go watch to right before she opened the door for that scene, that was the moment that set the tone for the scene. It was one of putting up her mask to be strong, to do what she thought had to be done. Most underrated scene in the series, a moment of consideration of the others when faced with sacrificing yourself. Like I said, a lot of reaction viewers tend to miss the point, and glad that you noticed it :)

I know it's been 2 years since this episode reaction and I've lost count how many times I've personally watched this show, but I only just now had a thought about why Vi left her bunny there for so long. My theory is she left it as a reminder to herself that, unless she gets stronger, everything she holds dear will be taken from her like the bunny was. It was the first thing to motivate her into getting stronger then the loss of her parents was what motivated her to become, specifically, a fighter so she won't lose anything or anyone else she loves.
