They never continued this plotline, him actually caring for this version of Barry. He's an absolute monster, but we know he's like this because of the negative speedforce, and he'd been losing connection to it. During the 15 years he spent in the past, he was able to become much more even-minded, wise, you almost believe he learnt his lesson. You wonder what if Barry actually let him go back to his time. Would their enmity finally end? When he returns, it's like he never spent those 15 years in our era, like his mind was put in a blender again. Essentially, this version of old and wise, complicated Reverse Flash died in season 1.
