I thought that the HE in 19D ("Explosive Irish fellow expecting to succeed?") could be from "fellow", as in 'he', and "explosive" would mean that you should swap IR and HE around...

Maybe that's what the setter had in mind, but HE is a common abbreviation for explosives so it also works. en.wikipedia.org/wiki/High-explosive_incendiary

A bonus of cryptics is even when you don't know the straight definition, you have a chance to back into the answer theought the wordplay. Like in 9a and 18d
