When I rated the cards I tried to set criteria before I rated them. For S teir: Powerful cards that are staples in most decks. (i.e. Boss's Orders, Professor's Research, etc.) A Teir: Powerful cards used in specific decks (i.e. Irida, Sada's Vitality) or Strong cards that can be used in most decks (Judge, Roxanne) B Teir: Strong niche cards (Eri, Colress's Tenacity) or Srong One ofs that could go in most decks (Professor Turo, Kieran) C Teir: Moderately useful niche cards in some decks (Grant, Misfortune Sisters), useful one ofs in some decka (Lana's Aid, worker) D Teir: Rarely played cards (The absurdly large number of draw threes) cards with better verison ( Rika, Rhyme), very niche cards (Lance, Kofu) F Teir: Aggressively terrible cards (Shauntal, Riley) cards that I forget existed because the format moved on (Fantina, Volo)

i can't help thinking Ciphermaniac's Codebreaking should be ranked higher. In any deck with a draw engine that can draw 2 or more cards in 1 turn, this card is practically a mini-version of Arceus VSTAR's Starbirth Ability. Correction, a REPEATABLE mini-version of Arceus VSTAR's Starbirth Ability. How is that not awesome ? 🤔

Because it requires something else. It’s great don’t get me wrong but if you go 2nd you want your supporters to be useful, ciphermaniacs requires you to get greninja + 1 energy or it’s a dead card in your hand. Same with gardevoir, would be great in it but you can never play it until you have at least one kirlia in play, and it’s harder to do if you have dead cards in hand. So it’s good but not nearly as good as something like arven or iono
