Also consider the Supreme Court's "Immunity" ruling basically sent the case (the DC case IIRC) back to the DC District Court as the justices didn't want to make a broad 'immunity' decision, but wanted that court to make a ruling on the specific issue at hand then it could be appealed up if desired. This might be one of those cases. Secondly, about Navarro: I still am flabbergasted that a guy who was a well-regarded PhD business/economics professor in the UC system (UCLA and UC Irvine) and a 'go-to' business reference for the Southern California news media has let himself stoop so low as to be a backstop and cheerleader for Trump's whacky economics plans when Mr. Navarro knows better.
