Derrick O'Connor as Vorstedt was one of the most underrated action movie villains of all time. You think he's just an alpha henchman because he doesn't say much, but then he drops the hammer on Riggs later on and you realize Arjen was just Evil Mr. Moneybags, and Vorstedt is the main villain. They did this to allow for more reasonable leeway to make international relations stronger. However, some abuse this, and it would be up to the State Department to resume or revoke the immunity. After that, they're expelled from the country, and they often face criminal charges when they get back.
