That is pretty funny. I was never sure if the show was saying he was speaking French, but the Universal Translator was translating it or French was a dead language or English was the official language of Star Fleet. I have always leaned towards the first explanation, which could allow for a fun episode where the universal translator fails. Anyway, if it is true I think of the quote from The Good Place where Tahani is choosing to have that British accent. But your comment is absolutely hilarious.

Riker erred by asking if Picard was alive. That confirmed the possibility that they knew about the mission. He should have said the claims were untrue and that if they indeed had Picard they should be able to confirm this by talking with him.

They have ambassadors but they would have been ineffective in this situation. The federation could object to the development of metagenic weapons, and all the cardassians had to do would be deny that they were developing them. The federation had no diplomatic leverage in this situation. They did have section 31 which falls outside of Starfleet's jurisdiction. Section 31 had preserved its secrecy so well that even the tal shiar and the obsidian order were unaware of their existence. There was no way they would commit any people or resources to a mission with such high risks and low potential reward. Starfleet itself had stopped regarding itself as even a quasi military organization. They didn't have any personnel trained or equiped for these types of operations.

It's plausible that he'd have it, as the flagship would be involved in the defense of some of the Federation's border areas. The fact that he doesn't is clearly an intelligence failure on Cardassia's part, though.

You think that's weird? They said the Cardassian Occupation of Bajor cost over 10 million lives over 60 years. The Nazis did 3 times that in 6. Without computers, replicators, or faster than light travel. Leopold II of Belgium did that just during his administration of the Congo. Hell the British are responsible for 85 million in India just thanks to famine. Sci-fi writers have no sense of scale.

Cardassians are more hateful to non-Cardassians than Romualans are to non-Romulans.

Anyway, the explanation makes no sense: it boggles the mind to say that only these three senior officers had experience in this technology. They had no junior science techs working with them? No one else in the federation was researching this subject?

However, much of the technology they used is outdated, and not really taught much anymore. I figure a similar case has happened here, where the Cardassians are a tech level below the Federation, so only older people-like Picard-are familiar with the process.

There really are five lights. because that's how Gul Madred has chosen to define the number. Of course, Picard is also right in maintaining that there are four lights, because that is his definition of numbers. But Madred is the one calling the shocks.

@Cliven Longsight Indeed. While using a starship captain was a bad idea, everyone has a breaking point. You try to hold off as long as you can to reduce the value of any knowledge you have, or to provide something that sounds reasonable but isn't true like the normal size of a garrison and not the level to which it was reinforced, or the publicly available range and accuracy of a weapon that really has twice both. Even feeding a little bit of verifiable information can be helpful in furthering the deception.

Anyone that goes on a mission like this are told information they can release, the would have orders on what to do if they where captured. We have no way of know what information they were told they can release or what those orders were. He only provided information about that mission, no problem since it all ready failed. However, when he was asked questions about a different mission he didn't provide any information. Calhoun would have been killed, then any information he had would be lost, which would make the mission a complete failure. Capt Picard is of more use to Starfleet alive.
