This is when ST started to take more and more bold steps with writing the overall universe. We see more and more through DS9 and the last two seasons of TNG that the Federation isn't all sunshine and bunnies as even in the 24th century, corruption and greed still have a handle on some people.

DS9 was already in its first season by this point so it coincides with the shift to show the dirtier parts of Starfleet policy. I'm convinced the writers wanted to do it for a while but they had to wait for Gene Roddenberry to die to get away with it. He was adamant that the Federation remain as perfect within as it appeared.

This was a pinnacle episode. The main reason Riker would be a commander for the duration of the series and I believe the movies was given too us here. There had to be a reason for an officer as stellar as Riker to not get promoted. This was a well written solution.

@@McBurnside6380 The fact that Picard remains in command of the Enterprise(s) for 15 years straight (Jellico's short tenure notwithstanding) is unrealistic itself. Not only should he also have been offered an Admiralty before the end of TNG, but letting one man remain in command of the same ship and senior crew for so long is a big no-no in modern navies. At least in the US Navy, command officers get shuffled around quite a bit in order to keep everyone from developing stronger loyalties to a single officer than to the service at large.

3:10 I like how Picard calls admirals by their first name (as if he knew them personally) and they do the same in certain circumstances, it gives the idea that if Picard wished he could very well have been an admiral but chose the stay a captain.

he is of the same service length as they are, it's common courtesy for fellow veterans to call each other by first name. Picard had indeed refused promotion quite a few times to stay a captain. He only accepted admiral rank to lead the Romulan relief effort after the supernova, even then he commanded ships like the Verity and didn't sit at a desk. Kirk was of a similar mind with some commodores and admirals like Decker, only accepting an admiral rank due to him becoming commandant of Starfleet Academy and others like Spock and Sulu becoming captains.

The absolute biggest flaw, surely, is not to disengage the saucer section! Two ships scanning are quicker than one. And the stardrive section is a lot narrower than the saucer. Much easier to maneuver. Plus, . . . Which one do the Romulans follow? God, I should be a flippin' Starship Captain!! 😂😂😂

Wait, why did Picard order WORF to take the ship to within 15km of the asteroid? That's an order you give to the helmsman manning the conn station (Geordi's old job, or Wesley, or anonymous), not tactical.

This happens often in Star Trek. I believe it saves some money so they don't have to pay an extra for a speaking role, which is a bit more then just sitting there being scenery, and I believe there is contractual stuff having to do with the SAG which prevents actors from having dialogue unless they are a member of the SAG or some such, so they just have the regulars spit the line out themselves.

In “Hunters” Seven recommends the shuttle because it can survive the gravimetric sheer of a black hole better than Voyager, which is probably 1/6 the Mass of the Enterprise.

I love how the Romulans on the far side of the system are out of sensor range, but in other episodes they can pick them up from light-years away. Sensor range appears to be whatever is convenient for the story at the time.

great drama but this isn't how Will would have acted if his character was actually fully embodied here. he is just a prop for this scene, why would he follow an unlawful order from the admiral when he has matured to this point and can fully evaluate the mistakes of his past? it doesn't make sense unless we assume that Will won't have an "aha!" moment until the script calls for it later on

Oh? Because I don't think so, I think I get it. He's *really* hoping they'll not find anything, or that it'll be too damaged to do anything with, or any number of ways he could completely skate by ever revisiting the whole Pegasus event. As long as nothing tums up, or there's no need to really turn around and blow the whistle... he's in the clear. He's acting under orders to keep quiet, so his butt is covered. There's also a vague implication... because of this event, he might have had "some help" climbing the ranks. If he even worried about that, then there's also a guilt over whether or not it may have happened. Not that it could be proven the Admiral had a hand in 'recommending' Riker quietly for postings where he could shine. (Including first officer of the flagship...) And remember, back in "Best of Both Worlds" - he plays it safe when it comes to the ship and its crew. Getting them in the line of fire of an Admiral with some potential backing in Starfleet Command... enough to get these experiments looked at being resumed? That's very dangerous. It's an unexploded bomb which is stable enough if not disturbed.

@@barrettincognito Oh? Remember, in TOS - despite clearly being very good friends, neither of the 'power trio' knew much about Spock's family. (And that was after they had broken regulations for him.) I mean, in reality some of my closest friends ... I still find out new things about their pasts they don't talk about, some of which are very bad. (I just found out one of them once worked for... EA... *shudder*.) So, well, I dunno. Every time people talk about fiction being unrealistic, or things being against character... I usually stop and think long and hard, and find times in my life where reality echoed the same ideas without being too close to the fact.

Probably because it would be too costly to do for just one episode, but I’m thinking for safety reasons they should’ve separated the ship and send the star drive section into the asteroid. Gives it more maneuvering room and the saucer section can essentially stand guard.

It's exceedingly unlikely. This episode aired nearly thirty years before Star Trek: Picard. It is likely that Commodore Oh joined Starfleet at the lowest ranks and worked her way up. She would've probably been a low ranking officer working her way up the chain off command at this point in the timeline.

@@MonCappy Vulcans live longer than humans though, and so generally advance more slowly in their careers. Look at Tuvok for example, he was serving on the Excelsior in 2293 as a newly graduated Ensign long before Kathryn Janeway, who would become his Captain, was even born.

@@ClarinoI Tuvok isn't the best metric to use in this situation. He left starfleet for a number of years because of his distaste for human "disorder." Anyone who leaves their commission will take longer to advance through the ranks.

It totally weirds me out that this happens only in season 7, which means after all these years where Picard has come to trust Will as a colleague and friend, their relationship is jeopardized by a mistake Will made 12 years ago and is stuck with.

It's not just that Riker made a mistake 12 years ago; it's the fact that he's reinforcing that mistake by refusing to talk about it. Picard's line, "I'm taking this up with you, Will," sounds angry, but there's also a sense of hurt and betrayal in it, as in, "after all we've been through, why would you hide something this important from me?"

@@tormuse2916 is it really Will's fault? He himself said he was a young fresh butterbar facing a mutiny on his ship with only the captain and a few others on his side. Pressman kept everything mum, so he would follow. He was also under Pressman's order to keep quiet. He is not really betraying anything or anyone, the disappointment faced by Picard is personal. Picard is more annoyed that the official records were hard to get, then Will pulls one by saying he knows more but can't tell. Picard is noticably angry at this but can't sympathize with Will either.

I get it, Starfleet not technically a military organization or at least that's what they say. But, you would think that they would still have a distinction between lawful and unlawful orders and blind in recent obedience. Does it matter what he's ordered to talk about or not talk about, if it's something that is illegal then he still culpable legally for following orders.

Imagine a modern day analog in our military forces. You have orders that came all the way from the Joint Chiefs to do something you KNOW is against the treaties we have with say, Russia. Do you disobey that order, ending your career before it ever truly begins, fresh out of basic training and head full of platitudes about duty and loyalty, in a situation where you'd simply be silenced and cashiered out, if not thrown in Leavenworth for exposing/compromising a classified operation....or do you follow orders, especially since, you know...nobody's died yet and it seems harmless enough.... We all know what the average private or crewman would do. They'd follow the orders of the man in their face with more bars than them, and shut up about it.

Here’s the thing. When I got a basic and one of my training schools one thing they drilled into us that regardless of who issues the order if it is an unlawful order and you pay it, regardless of your rent, you will be held criminally liable under the UCMJ. Now your penalty will not be anywhere as severe as people higher up than you. But obeying an order that you know is unlawful regardless of who gives it, is still unacceptable. Straight out of boot you may wanna be so gung ho that you do whatever you’re told. But it’s also drilled into you that there is reason obedience and blind obedience, that there are lawful and unlawful orders and that there are consequences for following the orders of a superior officer if they are illegal and you were still ordered to do so. You may not face the penalties people higher ranking than your face, but you will face legal consequence under the UCMJ. In the leadership academy I went to, that was drilled into us over and over and over. Riker as an officer, had a bit of obscured point of you. He knew about the treaties and what was considered legal or unlawful and knew that what was going on was illegal and against Starfleet laws and treaties. He chose to side with his captain who was knowingly violate any rules when instead it should’ve been reported higher up what was going on. Because disobeying the orders of a superior that are unlawful and keeping your mouth shut It’s not something you’re expected to do either. You’re expected to report it.

@@straycat1674 but is it an unlawful order to break a treaty if that is what the starfleet equivalent of the pentagon and the joint chiefs want to do? Now obviously not all of starfleet was behind the decision to research a phase cloak device but it had its support way up there if not only was it able to be developed and tested but the resulting investigation was quashed and a covert recovery effort was made to retrieve the device instead of simply destroying it.

They don't have the authority to break a treaty. No different then a general at the Pentagon or a congressman has the authority to break a treaty with anyone. Only very specific people have authority to break or modify or ratify the treaty.

This is an unfair line of inquiry from Captain Picard; yes he knows there's stuff going on but he must also know that Riker cannot talk about it. Riker's orders to remain quiet about it stand as long as Pressman is a superior officer in good standing. This, I believe, is the only time Picard was in the wrong in the entire series.

Jonathan Franks really grew as an Actor and Director through out TNG. Stewart being classically trained showed more and more of it each season. Best was in First Contact when he recited Moby Dick. Showed his true training. I grew up watching TNG and DS9. For some reason growing up I never got into Voyager. Just didn't fit in the Star Trek I grew up with after watching the original ones. Watched it a few years ago and it was ok just not the same passion from the cast.

God, I miss old Picard. Not that I don't mind a slower and more cautious Jean Luc. But the current Jean Luc Picard is mawkish and weak. I'm trying to articulate why that bothers me so much, but it's difficult to put into words. I'll revisit this when I'm better able to collect my thoughts comprehensively.

They wanted to show a broken Picard, deconstruct him, but he finds redemption by the end of the series. Which sounds great if done right, but they failed miserably in my opinion. He’s weak throughout the first series, and only seems to recover the power of making speeches, but they sound so poor when compared to those in TNG. I’m surprised they had any effect. He shows none of the insight, instinct, diplomacy and ingenuity that the TNG character was famous for, at any point. Almost everyone, apart from Riker, talks down to him, insults him, ignore him, and even teach him how to be Picard. He’s told to “shut the fuck up”, and I’ve even seen people defend Admiral Clancy and say she was right to say that to him. Compare that to how the admiral dismisses Picard here in this episode, we still feel he is right. We respect him. This is a man who saved the earth and Klingon empire, but hardly anyone one knows who he is in starfleet. He doesn’t lead, he follows, and has nothing of value to offer his team except poor speeches by the end. The result is that we end up disliking Picard, even though the has his name as the title of the series. I’ve heard people who watched the new series who haven’t seen TNG call him a dick, and wonder if TNG is worth watching because of it. He is socially inept, and feeble and didn’t have any confidence or pride. Even a broken man should show growth so that we the viewer can root for him. If there was supposed to be a redemption ark where he rediscovered his strengths or learn new ones, the writers failed completely. The Romulans end up being right about the threat. It’s called Star Trek Picard but the main character is one of the most disliked. Such a shame a great character was ruined this way.

Even so, there are things such as "Illegal Orders," where upon any serving/enlisted crewmen are under no obligation to fulfill any command that are a violation of rules & regulations. Starfleet does not research nor produce cloaking technology.

It is the guiding principle on which Starfleet is based._* Starfleet is primarily an exploratory, peacekeeping, defense force; they clearly have the ability of a higher level of defense, but chooses not to. Wolf 359 and the Dominion War obviously changed that mentality a bit. Sadly something never discussed is, the Federation likely got benefits from the Romulan treaty, other than a border. A lot of species that have allied with the Federation, probably do so because they can trust the Federation. By always seeing the federation ships it makes those races feel safer. And it's very easy to determine that the federation is holding up their border agreements when they can see that the federation isn't violating their space. Also, not having a cloak sends an extremely powerful political message to everyone: The Federation is so strong, they don't need to hide. The federation fights fair, and even if everyone else fights dirty, the Federation can STILL kick their asses. (pre J.J./Kurtzman era Star Trek; aka ST:D). The Romulans need to hide behind their cloak to feel safe, they're so self-conscious about their junk that they don't let anyone see it. Meanwhile, the Federation are so powerful they can walk around naked, no cloak, and proudly yell "look at my junk, it's bigger than yours".... and they'd be right. So if another race, like the Klingons, see the Federation, which fights fair, always upholds their agreements, and is consistently strong and stable, versus the Romulans, who hide, are deceitful, and likely to backstab you... who would you side with? The strategic loss of the cloaking device is massive, even the show runners thought so, but I think the economic, social, and political gain of upholding your moral principles, the first duty of Starfleet, was bigger. And to address the comment that started this all because I WAS NOT trash-talking Kevin Moore at the top; my definition of duty & honour, is to NOT blindly follow orders. I may not have all the information, but it appears Riker did know what happened 12yrs ago, and we have the episode today.

@@russellarcher5181 with it being such a massive strategic loss does it not make sense that some of the higher ups in starfleet might consider secretly developing a cloaking device so that in the event of the romulans declaring war on the federation they quickly field their own cloaked vessels for preforming assaults deep into romulan space. Plus I'd imagine it would be easier to develop better methods of detecting cloaked vessels if you actually had cloaking technology of your own to test it out against.

Yes, Nechayev and the two! here were loyal hard-arses, but the writers' aim was to make them admirable admirals that could be role-model authority figures. That's fine at first if you want to diversify, but it later becomes limiting. Villains and grey-zone guest characters are usually more interesting.

They definitely could have - should have - separated the ship. No need to take in the unwieldy saucer section when the much smaller engineering section was all that was needed. Another option was the never-used Captain's yacht which was quite a bit larger than a shuttle.

Picard "rides the regulations" more than other captains, as unlike Kirk or Sisko his circumstances are perfectly normal for the times. He is the captain of the flagship and thus has to set an example. He is closest to Data simply because they both live by the rules, but is more in tune with Riker as they both shoulder the command responsibility. In this situation Riker knows something about Pressman which might be vital to the safety of the Enterprise, so naturally Picard is angry Riker cannot tell him anything despite their closeness. Picard is not a perfect man or perfect captain, but he is the captain and therefore has to hold up the book for everyone.

I've said this on a similar video, but if I were Riker I would have body-slammed Picard through his table screaming "who the fuck saved you from the Borg and all other kinds of shit over the years motherfucker?" before calling the admiral in so they can both beat the fuck out of Picard. You may think that's extreme, but after all the shit that Riker did to save Picard and others from danger and death over the years, he didn't deserve to get chewed out like that.
