US LoRs are typically much stronger, but it also depends on the country of origin of outside LoRs. USA, Canada, and UK are 10s.

I've been told that a must is to have 2 attendings in the specialty you're interested in to write an LOR. Is this accurate?

Having 2 LoRs written by attendings in your specialty is highly beneficial! Although it is not necessarily a requirement for every program
