Stain's goal isn't to be stopped by All Might. He's saying the only person worthy of stopping him is All Might because he is the only TRUE hero in Stain's eyes.

hes not necessarily thinking deku is currently a true hero (because hes not quite strong or experienced enough yet) just that he's got the potential to be one thus is worth letting live. Its meant to be another parallel to shigariki. Just like what he said about Shigarki, Stain decided to let Deku live to see how he turns out. If he disappoints him he'll just kill him later. edit: even after meeting deku in this episode he still says all might is the only man he'll let stop him.@@sirken2

Kenny mentions how many people Endeavor saves compared to All Might, he actually gets it wrong. Endeavor isn't CLOSE to All Might numbers, he actually BEATS All Might's raw numbers. The only reason All Might is the #1 hero overall is public perception. People trust him more, and look to him as the Symbol of Peace. All Might also has more flashy big name wins against notable villains, but in terms of number of incidents and number of people Endeavor is #1.

@@bel410la A guy with flames that he can control and we have seen him reduce to literally just a mustache and beard is one of the least terrifying quirks we have seen in this whole show as far as I am concerned. We have people out here with webbed tentacle arms and bird heads, there's a girl with a snake head, one who literally turns into a dragon, and a guy whose teeth extend out as bladed weapons. Flames may be scary to people from our world, but in universe that is practically as normal as it comes.

@@HaydrogenBomb It's not my intention to be negative. Maybe you understand her or have seen more of her than me, but she does come off as that type of person from what I've seen. She's either right or nobody is right. If I'm wrong, then I'm wrong, but I don't believe I am. The way she mocks lives being saved just because it's Endeavor saving them means she will refuse any growth he will receive just because it's Endeavor. Hell, I can even see her smiling when a certain something happens and being happy it's happening to Endeavor. She legit WAS petty when Endeavor was saving people.

Stain has a terrifying kind of charisma. The power of his conviction, the fact that he had a hostage, and the sheer fact that even after the beating he took he was still standing and ready to go, all of these things combined just had everyone too rattled to move. The stylistic effect was essentially the aura of his presence holding everyone down, figuratively speaking

You can dislike Endeavor while acknowledging him for being an incredible hero. People often find it next to impossible to see past their own negative emotions and biases towards someone they dislike, but it takes a real level-headed and emotionally secure person to see past that and give props where props are due.

34:12 i find this point you make super interesting. Because if you think about it, thats kind of what happened in season 1 epiosde 2. Bakugo was being taken over by the sludge villain and all the heroes around were like "theres nothing i can do. Someone more suited will come." Even all might was kind of like that, until deku rushing in reminded him that, in all might's words, "i wasnt living up to my own ideals"

If you think about it, the kids got really, really lucky in this episode. Stain is mostly trained in doing quick strikes, not long drawn out battles. And even then, he still did a fair amount of damage to them while trying not to kill Izuku because he recognized him as a true hero. He was at a massive disadvantage. And even when the Nomu came and he had a chance to escape and run off, he decided to save Deku because he recognized him as a true hero. Stain is a very compelling character. What he's saying isn't exactly wrong. Heroes shouldn't be trying to become heroes for vanity or glory. But rather to help people. Because if your society is full of nothing but shallow heroes, they'll all flee when a true threat approaches. However, I also don't think being a hero to save people has to be their ONLY reason. For example, Uraraka wants to be a hero to get money. Seems selfish on the surface, until you learn that she actually wants to help her family. So the situation isn't exactly black and white. And that's where Stain pushes things to the extreme. He sees things from a mostly black and white perspective. Amazing and compelling character though.

That's why I don't think Stain's perspective actually works. He abstracts the concept of heroism into a seemingly perfect ideal while also ignoring how human beings actually work. He doesn't acknowledge that heroes are also human beings and that humans in general are often influenced by and need incentives to take action. He doesn't seem to weigh the long-term pros and cons of his actions, doesn't allow his worldview to be challenged, and he confirms his own biases with Iida while ignoring that his actions created that revenge problem in the first place.

I’ve always thought that Stains idea that All Might can kill him is kind of an “if what I’m doing is wrong, then none of you fake heroes can stop me. Only All Might can make that judgement”

Its easy to see endeavor as a villain first with the hero part being secondary. Almost as if being a hero is an act he puts on. One where you'd expect (as montana did) his villainous nature to bleed through at points during his hero work. In the reality of the show however, the opposite is true. His true nature is a kind hero, but through his relentless pursuit of strength he lost himself as it slowly corrupted his heart. His arc is the most interesting to watch along with bakugo's in my opinion.

For what Endeavors status as the #2 hero is worth, he got to where he is almost exclusively by his actions as a hero. He doesn't do any PR just for the sake of PR. He has resolved more cases than All Might or any other hero.

Endeavor is a person I could never like if I met him in real life but as a character he's one of my favorites in the series. He's just so interesting to watch, the dichotomy between him being the best of the best at saving people vs being horrible at home is really interesting.

One thing that's easy to miss in My Hero is that basically every notable hero has several if not several dozen sidekicks working alongside them. All Might and Eraserhead are exceptions who generally work solo, and their prominence in the show can be deceptive. Endeavor has an entire hero agency built around him, so he is extremely used to delegating. Most of the time this follows a pattern of side kicks spread out to cover a wider area, an incident occurs, the nearest sidekicks respond and relay information to Endeavor or whoever's agency they are part of, sometimes the sidekicks are enough to handle it, but if not that high power pro shows up, they resolve the incident, then leave the villain and/or rescued victims with the sidekicks to wait for the police. Some heroes are more or less efficient about this than others, and depending on their capabilities different pros will modify this extensively, but the general pattern still works.

Oh and to add on to your information, rookie heroes of course don't have sidekicks or an agency either, prime example are Mt. Lady and Kamui Woods, we see that Mt. Lady waits for duty calls at her apartment and that she and Kamui carpool together to the location of shared hero meetings because they both only debuted this year and are still making a name. It's what Tenya's dad was talking about when he said Tensei had become independent at such a young age, separating from the family agency and starting up solo in Tokyo to then getting enough sidekicks to open up his own agency.

This episode reminded me of how limited Quirks are, even among heroes. A flying Nomu grabs Deku, and the other heroes just watch because none of their Quirks (as far as we know) can help with his rescue. It harkens back to the second episode of season one, where the heroes' response to Bakugo being held hostage was to "do damage control until someone with the right powers shows up." It's almost like part of hero training is "know your limits and recognize when your Quirk isn't going to resolve a situation."

I never realized, but now watching this back, Endeavor flame broils that nomu's head w/ blue fire. The fact I never put it together once they introduced Dabi/Toya in S3 that they could be related. Its the small details like that that make a story really good.

Alright, the Climax of the Stain arc. This is a big one. So one of the things that people often forget in this world is the laws still apply. There’s no real fake set of rules in this fantasy world. Self-defense, the process of restraints, overuse of force, and more. None of those are out of place. Not to mention rules like the laws of physics and rules of the human body still remain mostly in play. It’s so out there that such rules stay for such a show. It’s a big asset to MHA. I wanted to talk about Iida and what he can handle and what he can't over the course of this fight. Iida has very thick armor that is likely blade proof in the white spots, so Stain’s sword both broke from his recipro which appears even FASTER than his usual feats, and Stain’s own speed at what I ASSUME was a non lethal swing at Todoroki at the shoulder on multiple occasions Iida intercepted. (so let’s ballpark 150 mph to account for adrenaline and hysterical strength and maybe even more speed than that. Things heat up FAST when you’re in this kind of danger.) Stain does NOT like that Iida is fighting for his family name. (Which is what Iida is ACTUALLY fighting for without revenge behind it.) And among the coolest shots of the season for NO REASON is when Iida acknowledges Stain is right to not call him a hero, as blood flows down his arm right in time with the music. Such an AWESOME but needless detail. I love stuff like this and I have to point it out. Then there’s the AWESOME details like Iida and Deku’s last move on Stain. Iida breaks his rib with a kick, which causes him to spin into Deku, and Deku’s punch does MORE DAMAGE as a result due to the whiplash. (Stain doesn’t even have a mark on him when punched by 5% before and only a hand cut from Iida’s recipro.) As impressive as it was, the true decider was Stain’s indecision. He had set SO many rules on himself in this battle he was trying not to hurt Deku, trying not to do anything fatal or even permanent to Todoroki if he could help it (his biggest nuisance in this fight he couldn’t ignore) while trying to decide how to handle Tenya and Native ALL AT ONCE. Mach speeds or no, if he can’t process it all, he will freeze. Leaving him WIDE OPEN for several blows he simply was not braced for. I counted 5 max speed adrenaline attacks from the 3 of them. This all leads to what knocked Stain out. When a rib pierces your lung, your mouth fills with blood. And Stain’s quirk paralyzes him because he has type B blood. The longest paralysis. I think this happened twice total as he was tied up in the alley and at his last stand to cap the episode. (And no ice could not be used to restrain him because that can cause frostbite and severely damage him in a way that crosses into unnecessary force since he was no longer fighting.) His missing nose is likely from his way of preventing nosebleeds being an issue. Also want to say I love that Gran Torino addresses Endeavor as Todoroki this episode. Endeavor was not in school at the same time as All-Might. But Gran Torino calls him out as a gym teacher would to a student. And even better that Endeavor stops and listens to him with no side remark he gives other heroes. You got Endeavor punching a Nomu so hard he moves him more than EVERY HERO ON THE SCENE DID COMBINED, and EVERY moment of this fight just goes to show how incredible Endeavor is at being a hero. Walking up walls by melting footsteps, all sorts of crazy shapes for his fire moves, and even condensing a blue fire attack. That is just TOP TIER and he looks like he’s having the time of his life. I think Endeavor is 3 classes of hero. Combat, Detective, and yes even rescue. Containment doesn’t appear to be on his mind shockingly as he leaves the scene for his sidekicks to deal with unconscious if not VERY dead Nomu. This is likely to maximize time dealing with the biggest trouble in front of him and containment is often aftermath of a battle. Especially in his case. And yes, Endeavor is right about incinerated cells. That’s why major burn scars are permanent. Also to demonstrate Endeavor DOES have care for his son which will always be a question from what we know, the fact he sent EVERY pro hero at the Nomu fight to Shoto’s location and STILL went himself showed how worried he really was even if he never shows or says anything. Endeavor isn’t entirely a one note jerk despite what we know. Which is REALLY conflicting for some. He’s so emotionally constipated. (It’s ok to be concerned or heck, panic if you think your kid is in trouble and danger especially if you’re a parent. And even more so on a night a bunch of monsters attack civilians. No one will blame you, but he refuses to give himself ANY outward concern.) Stain also SAVES Deku! Can’t ignore that. Stain practices what he preaches. He called Deku worthy, so he saves him no matter the cost the moment he regains consciousness. And he does this STILL in the face of half a dozen pros INCLUDING Endeavor who he considers ABSOLUTELY NOT worthy. And even decides to judge them all RIGHT THERE as he did to the kids before. And that speech shakes ALL OF THEM to their core. As it should. This episode is just fantastic top to bottom. The Stain arc is a tour de force for its climax.

For Stain, his quirk weakness isn’t proficiency or anything, but if he makes a mistake or if he gets hurt too much in the wrong place, his own blood is his true weakness.

ALLLL MIGGGHT IS WOOOORTHYYYY!!!!!” (I see nothing of his quirk, but that might be because he was screaming in that horse voice you hear it different.) Stain inspires more fear than literally every other villain in the franchise including the big bad. Namely because people had been bracing for him the moment they got a hint of him. And from there it was just a confirmation of just how scary he truly is. Stain is different because no one was expecting him, and no one was expecting him to be so close to actually rooting out a problematic societal issue and was addressing it. Incorrectly but addressing it nonetheless.

Stain is an absolutely awesome villain. Terrifying and extreme, but that makes him absolutely awesome.

I know a lot of people love Stain and his whole deal but this episode shows my biggest problem with Stain's idealogy (beyond him murdering people). While Endeavour may be a bad father, he is an incredible hero. A lot of people forget it by this point, but when Endeavour is first introduced in 1x4 he is mentioned to have the most resolved incidents in history. Endeavour is very good at his job, puts in a lot of work, and has saved many people but according to Stain all of that is invalidated because he isn't the right kind of hero. I feel like what a hero actually does should be way more important than their reasons for being a hero. A hero who only cares about being famous but still saves hundreds of people is ultimately a better hero than someone with the right ideals but who hasn't saved anybody. Edit: The heroes weren't just standing around while the Nomu took Deku. That scene happens a lot quicker in the manga and the Nomu is well out of range almost immediately, but unfortunately scenes often have to be slowed down when being adapted into an anime format. Beyond that attacking a flying creature that is holding a child is a very risky thing to do, and the heroes present were the ones that Endeavor sent to help because they weren't suited to fight the Nomus, so there probably wouldn't be anything they could even do to help.

Ah yes, that demonstrates the difference in how you view things. I'm guessing that you are more of a consequentialist, in that it's the ends that matter, because we live in a world that results from those ends. You would rather live in a world with effective heroes than ineffective ones, because the effective ones make the world measurably better. Stain's point of view is more akin to an idealist perspective. That the reason a hero does what they do is more important than what they do. That a hero is defined by their altruistic motives. That the purpose of a hero is to be selfless, and people who aren't selfless that claim the title of hero, somehow taint the word by association. Like, if I use a book to level my coffee table. Stain would say that I am disrespecting the book and its author. That a book's purpose is to be read, not to prop up a table leg. Whereas my position would be that the book's purpose is whatever it is doing, and at the moment its purpose is to prop up a table. Does that line up with your view as well?

Stain's judgement of Iida is so twisted. On surface level, I understand his logic. Iida completely disregarded Native's safety and pursued Stain for completely selfish reasons. But Stain fails to see the humanity in Iida's situation. Not only is he still a teenager (which he does consider early on, but only superficially), but he almost just lost his brother. Regardless of what his typical morality or righteousness may be, it is natural for even the most heroic people to lash out when they're in grief. Stain's failure to recognize that the human condition is flexible and subject to change based on a person's emotional reality begets the flaws in his philosophy.

Yes, THANK YOU for pointing this out because I feel like it constantly gets overlooked. Stain doesn't acknowledge how humans actually work, especially when you kill or seriously hurt their family. He lacks some level of understanding of how incentives or human emotions influence people to act, and he doesn't acknowledge that his own actions CAUSED Tenya's revenge problem in the first place. As soon as Iida provides a specific explanation for why he's out for revenge, Stain immediately deflects away from the criticism by criticizing Iida for not choosing to save Native (whom Stain chose to kill, and Stain always has the option to not attack or kill another person).

To be fair, I think the 2nd season introduces and portrays Endeavor in the worst light, and then doesn't start to suggest that he cares for his family until later seasons. So I think it's more of a strong first impression that he doesn't care.

Stain is essentially proof that everyone who believes you can’t be a hero without a quirk are all wrong. Because if he were the hero and the UA students were the villains, he’d be one hell of a hero. Unlike the UA students, whose fighting abilities rely on their quirks, it’s the reverse with Stain. His fighting ability doesn’t rely on his quirk. Instead, his quirk relies on his fighting ability. Sure, he lost. But if it was a one on one fight between him and *any* of the people in that ally, he’d win easily, despite essentially being a quirkless fighter in comparison to them. So imagine if a quirkless hero could fight like Stain, but fought alongside heroes _with_ quirks. He’d basically be that world’s Batman.

While I think there could be a point in Stain's logic, with some heroes not really "putting their heart into it." I feel like there are few things that make him into your every day "villain." First... killing. I don't see that as a solution to... anything really. But especially not to someone working as a hero even tho they are doing it for money, or fame or w/e. Like go work in politics or something if you want to see a change idk. Second... from *what we see* Ingenium, the "original" one, aka Tenya's brother, was a "geuine" hero. Yes he became a hero because "it was expected of him" since his family members were all heroes, but he didn't do it for the money, fame or anything like that. He genuinely wanted to help people. So I don't think he should be "culled" when it comes to Stain's logic. And if Stain "didn't know enough about him" it makes it even worse because why would you attack, and not with Ingenium but with others intent to kill, someone, based on your specific world views, without knowing if they fit "your standards." Third... wanting to kill Tenya. Yes, at that moment, with Tenya's rage and intentions he "wasn't fitting" the characteristics of a hero based on Stain. But he is also a child for God's sake. Stain's philosophy is an interesting one, but in the end its also very self-serving despite how lofty it may sound. In the end, he is still the one deciding who is worthy and not, and judging others only by his own standards and not on their individual merits. Its how he can target legitimately "good" heroes like Tensei without remorse or second thought. And, by his own standards, heroes we know and love like Uraraka would be "worthy" victims of his attacks since she's entering pro hero work to make money, even if it's just to provide for her family. Proof once again that beliefs are important, but fanaticism is the death of all ideals.

I still think that Stain is an hypocrite. Also, they didn't help Deku not because they didn't want to. But rather due to the surprise of the moment and the fact that the Nomu was able to fly. You even hear Grand Torino thinking that he wouldn't be able to reach him while being that high in the air. Stain was sickened by the seemingly corrupt and superficial nature of modern hero society and held All might up as his heroic ideal. When really you could argue All might was responsible for creating that very kind of worshipful celebrity hero culture. Stain's perspective is twisted and bitter, not some objective barometer of hero morality. Deku is a fan of All might. But that's precisely why he refers to Stain as a "fanatic", not a fan. Which isn't the same.

One of my pet peeves with the fandom/fanfiction (especially that written in the early seasons) is that because Endeavour is a bad dad, fans would often portray him as a 'bad hero' - one that it seemed everyone 'knew' was causing extensive property damage for no reason and was selfish, etc. Just a completely boring take, not supported by the show itself. I think him being a good hero professionally and a complete horrible mess personally is much more interesting.

​​@@kmgyening the show even makes a point to emphasise Endeavour's accomplishments as a hero, with the most solved cases, a big agency with sidekicks with enough experience that he'd trust the passed out Nomu to them and just overall very competent when it comes to his job, his only shortcoming is the short temper he seems to have for showy stuff like constant TV appearances or autograph signing, which just tells us that he's not in it for the fame as some fans believed back then.

@@kmgyening very much agreed, Stain called Tensei a fake and I genuinely cannot think of anything he'd have done to earn that except just being an Iida and therefore come from a line of heroes, as Tensei himself said everyone expected him to follow in the family business, so my best guess is Stain judged him by that without actually giving it deeper thought and if that were true that means he's incapacitated/killed heroes before based on assumptions like that and that makes him far shallower than anyone with his mindset and actions should be.

He pointedly criticized Tenya for seeking revenge and not trying to save Native, but he didn't acknowledge Tenya's specific explanation that he was out for revenge because of what Stain did to Tensei. Not once did Stain acknowledge that his actions were directly connected to Tenya's actions, and he just cherrypicked the single data point that was immediately observable to him as if that was any kind of comprehensive evidence for his beliefs about hero society. Stain just doesn't seem to recognize that heroes are also humans, and that human behavior (especially teenagers) is often influenced by emotions and incentive structures. Did he ever think to himself that if he wasn't out here trying to murk Tenya's brother, then Tenya might not (probably wouldn't) have sought revenge?

The fact that Stain is able to get on equal footing and even best heroes the way he does is incredibly impressive. Stain's quirk is practically useless before he can consume the blood of his victims, so he's pretty much quirkless against everyone he fights. Of course he has a massive advantage when he *does* consume his opponent's blood and uses his quirk, but until he does it's like he's competing in a race with a pro athlete with his legs tied together. He's defeated a bunch of pro heroes and is fighting Todoroki and Midoriya at the same time mostly using his fighting skills.

I wanted to bring up the hero Ingenium separate from my normal analysis which I still made for the episode. I wanted to float a theory of mine because there’s conflicting viewpoints on the character Tensei Iida that never gets addressed in full. And I wanted to take the time to address the info and compile it in a way that makes sense for the story. Tenya Iida and his brother come from a long line of heroes and I’m pretty sure Tensei is the strongest from his family. They never state what his hero rank was, but I imagine he had to be either top 10 or top 20 heroes in the country. He has the highest amount of sidekicks in the show at 65 even above Endeavor who has a surprising 30. I can’t measure his top speed, because we sadly never see him in action. But anything less than Mach 10 would SHOCK me based on what I know heroes are capable of and he’s a known speedster in his prime. (I don’t have ANY faith he can hold a candle to Gran Torino even now from info I’ve gathered from this arc.) And I’m pretty sure Tenya’s recipro extend is based on his brother’s move “rocket jump” and Tensei was much more aerial than his younger brother. I say this because Stain for some reason had interest in Tensei. But he let him live. Why would that be of any interest of Stain from what we can put together? My guess is from Tensei’s view of himself needing his 65 sidekicks to operate at his best. And Stain wanted to see if he was just coasting on his sidekicks reputation and not his own. So when Tensei’s back was against the wall against Stain, I can think of nothing that would be more fitting of a response to set off Stain as he either froze in fear, or even tried to flee. Stain for some INCREDIBLE reason can keep pace at the VERY least on an instinct level to him or just properly scared the crap out of him from some kind of demonstration. This is why Tensei apologized so much to Tenya in the hospital for failing to fit the bill and perhaps even could have even believed whatever Stain said to him that day. Such a response would without question be why Stain did what he did. A top 10 hero who would want to run or can’t fight to the finish? You’re not full of yourself and you’re not taking credit for your sidekicks work. But your heart might not be as into this as you think. So I’ll make the decision for you and you can be other things. But NOT a hero. Twisted, messed up, terrifying, and tragic, but it takes into account everyone’s varying viewpoints and what we know of how Stain operates. IF I’m right on the money I still don’t believe Stain had any reason to take that away from Tensei in anyway because I’m pretty sure Tensei is a rescue hero first and foremost. (Tensei immediately rejects Tenya talking about police officers over being a hero. So Detective and Combat type don’t appear to be his focus despite what we know is likely enough for him to qualify for all 3 traits. Rescue had to be his favorite.) Each class of hero is in the top 10 SAVE a dedicated rescue hero and I’m pretty sure it was Ingenium who was that role. I’d say that wraps up the info we have on Tensei rather nicely.

I don’t know if Tensei was _too_ influenced by Stain’s message, considering he didn’t claim to be unfit from the start when talking to Tenya in the hospital. I think Tensei was mostly disappointed to let so many people down. When Stain attacked Native, it was before the Nomu attack, meaning it’s likely Stain has seen Native in action before, and he didn’t like the results. Either that, or Native attacked Stain first, just like Tensei. It seems Stain is more lenient towards heroes who prioritize rescuing someone in trouble, rather than the ones who shine when capturing a villain. This is why I think Tensei was one of Stain’s targets; In Stain’s mind, if every hero focused on saving others, rather than looking good for the cameras, the world would be a better place. And it’s why I think he took such a shine to Deku; The first words Stain heard Deku say was “Don’t worry, Ida. I’m going to save you.”, not about Stain. Usually, when faced with a serial killer, your survival instincts are to solely focus on your potential killer. Tensei’s first words in Stain’s presence was directed at him. Tenya’s first words in Stain’s presence was directed at him. Deku though? Nope. I’m pretty sure he doesn’t even say a word to Stain until after his 2nd Smash, when he’s telling Stain to stop. Sure, his entrance was flashy & big, but I feel like that’s not what Stain was impressed by. All Might makes people feel safe because they know they’ll be safe as long as he’s around. He primarily postulates and poses to encourage people, not to deter villains, even if the latter has that affect. A hero should prioritize the citizens’ safety, not a villain’s defeat. Tensei chasing down Stain and *not* saving someone else likely in trouble could’ve been the straw that broke the camel’s back, which then led Stain to destroy Tensei’s.

@@JJ_R that’s certainly another possibility, but I feel like the entrance on its base isn’t as important as what happens when their back is against the wall and they are in true danger. That’s what Stain said was his method when testing Shigaraki in the bar. I mean especially if Stain was alone in the alley which they even said no one else was attacked in Hosu but Tensei. So I don’t think that’s a good grapple when he specifically targeted heroes and Tensei was the only hero nearby.

The only problem is stopping and turning, so he has airbags in his suit to deploy if he ever crashes. His legs are stronger because of his quirk, being able to kick a moving bus.He has Recipro Burst but his Rocket Charge is actually faster than Extend. His use of rocket charge was less like a vertical boost and more like a horizontal missile, although he could use it vertically. His sidekicks help him out in his chases, with quirks that could block escape routes, surveillance for observing routes, and capture type quirks to restrain villains and catch him if he ever crashes. He has a pretty efficient agency

It's so interesting to me how Hori makes his audience agree with a serial killer. I don't think I've ever come across a person who can straight up say his motivation is wrong. It's a fantastic way to introduce this core concept, which will be a major thematic throughline going forward. Yes, hero society is fucked up and needs to be overhauled. But also yes, human life is valuable and the courageous actions of true heroes should still be paramount. It's such a nuanced position that Horikoshi demonstrates so clearly.

The problem with Stain's philosophy is that it contains just enough truth that it forces ppl to question the profession of Heroes and sew the seeds of doubt. To any normal civilian that is just looking at Heroes as celebrities who happen to have authoritative power and the ability to use their quirks against others, then yeah, you do have to evaluate what kinds of people you're letting into that profession, and how much power over others you're willing to give them. Stain's argument is that by making heroes celebrities you are lowering the standard of what it means to be a hero. You're letting anyone with a decent quirk and dreams of fame call themselves 'hero' and giving them rights that others don't have. Like the ability to use their quirks against others. It's not surprising that someone with Stain's mindset would come along in a world like this. And it's also not surprising that his culling of unworthy heroes would result in less crime overall - as the other heroes in those areas would be forced to take their jobs more seriously and act truly heroic to avoid punishment. He is essentially a villain performing checks and balances on the heroes, since - at least to him - there is no authority in the government that values the standards of what is truly a hero. That's one of the themes of this series that makes itself apparent over time as being the overall arcing lesson: what does it mean to be a hero? What are the qualities that make someone a hero? It's interesting that on Izuku's part, he is open and empathetic enough to dig into the reasons why ppl do what they do. It's one of the questions that he asks almost everyone in the series. Why do you want to be a hero? What drives you? It makes you question what kind of path Deku would have gone down if he'd never met All Might and received OFA. Would he have turned into someone like Stain? Would he have agreed with Stain's philosophy? Would he have chosen vigilantism? Stain is such an important character because he takes the picture-perfect, media-catered image of a 'hero' and starts poking holes in it for ppl to see.
