I am a former Senior Planner for the City of Asheville. The River Arts District was developed in a known Flood Hazard Zone, but most property owners and tenants were not aware of it. In fact, the majority of commercial buildings seriously damaged in Asheville and surrounding Buncombe County were in Flood Hazard Zones. The State of Georgia does not allow new commercial construction in Flood Hazard Zones. At least in western North Carolina local governments encouraged it for four decades. I live in the Northeast Georgia Mountains where we had the same amount of rainfall as Asheville during Hurricane Helene, but much more stringent environmental controls. There is very little property damage here.,

@@nolaheart I was planner for the Central Area of Asheville. All those new buildings along the French Broad and Swannanoa Rivers are in Flood Hazard Zones that have flooded in the past. They were built after I left Asheville.

@peopleofonefire9643: this is really heartbreaking to find out, that small businesses were allowed to build in a known hazardous flood zone and not told in advance. I had no idea any government, large or small, would allow building in flood zones. When I was building in Durham NC and and Granville County NC we were NEVER allowed to build there, or you could never get construction or homeowner's insurance. "Flood zone" was the first thing we looked at when evaluating a property. Good thing to hear from you, an experienced, former Senior Planner for the City of Asheville. Heartbreaking news but the truth. Hope people take note of this in the future and *someone's* head should roll!

@@CatherineSTodd All you have to do is look at the Google Maps of the two river valleys in the Asheville Area. My plan showed the two Flood Hazzard Zones converted into a green corridor with a bikeway and a pedestrian walkway.. Prior to the Great Flood those two parks were 100% filled with commercial buildings! I learned from the local Asheville TV station yesterday, that at most 1% of the building owners and tenants, devastated by the flood have flood insurance. It is a disaster.

The only caveat I would mention is that when you rebuild, be careful not to rebuild in the exact same places that you now know are vulnerable to flooding. People have a tendency to do that, only to wind up flooded out again with the next flood. Unfortunately, climate change is not a one-off. It will continue unless we really get a handle on how we affect our planet. Wish them good luck and better times ahead.

These places have experienced flooding before, but the French Broad river that runs through Asheville crested higher than it ever has in over a century of record keeping. It was a good foot higher than in the flood of 1916.

This morning, a new bombshell report from WRAL News was released showing that North Carolina Lieutenant Governor and Republican nominee for Governor, Mark Robinson, did not vote on an emergency declaration that would have allowed Governor Roy Cooper to activate resources needed for the Hurricane Helene rescue and recovery efforts.

It's not just Asheville. It's all over Western NC, Henderson , Haywood, Transylvania, Madison, Mitchell, Rutherford Counties etc... and Cherokee Qualla Boundry ( Easten Band Cherokee) People are stranded no water or food running out of oxygen, elderly, sick etc... Not just Asheville !

Biden signed the emergency declaration before the hurricane hit. Kamala and Joe have been in constant contact with officials down there, and spoken with first responders. What they didn't do was make first responders build a tiny temple out of bricks from a building in the background, hit by the hurricane.

Europe gets natural disasters too but far less of these problems because homes aren't built of wood and siding. To not bury power cables is ridiculous.
