But here the octet of 2nd oxygen of superoxide ion still not complete????

Yes, that’s correct. For a radical structure like this one, it would be impossible for both atoms to have a complete octet (as 8 is an even number). It is possible to have Lewis structures with incomplete octets. Usually, these kinds of structures are highly unstable and reactive, as we know to be the case with radicals.

In drawing a radical Lewis structure, we want to remove electrons in whatever places allow us to have our final formal charges closest to zero. Typically, you’ll see electrons removed from the least electronegative atom in the structure.

Doesn't diatomic have a double bond? Your Oxygen looks like a halogen...

Diatomic = 2 atoms not necessarily with a double bond.
