Your ears get tired, but they also will block out any frequencies it deems unnecessary to you, so you listen to your beat for 30 minutes straight and eventually you’re not even really hearing what’s coming out the speakers, your brain is internalizing it so much

I start with whatever, younger days I was melody 1st. Starting with drums usually helps me lock in to the genre/feel. IMO ur more likely to find a melodic element that will work with the drums than u are to find the right drums to sell the vibe of the Melodics, so drums/percs 1st get me in a direction.
