The only advantage Lex has against Doom is that he’s slightly smarter. (In my opinion). Lex is consistently shown to outsmart Superman and even Brainiac, who has a 12th level intellect. "Smarter" is subjective. Tech wise, he MIGHT be more talented. But, that's nothing new for Doom. Tony Stark is superior to him on an engineering level, Reed Richards is superior when it comes to physics and actual application of science, and Doctor Strange is generally more knowledgeable of the mystic arts than he is. However, he's second place to all of them in their respective fields, and that makes him superior to any of them individually.

The speed thing is always weird with DB. Green Lantern doesn't regularly move at super speed, so it could be argued that traveling the galaxy is a result of warping space or using a energy highway of a sort like Outlaw Star's ether lanes.
