Palpatine is a better swordman and has access to the Force. That allows him to see the vaguely see the future, predict ones movements, mind control people, force choke any organ he wishes from anywhere in the universe, rip planets in half, and collapse stars. It has the versatility yes, but it isn't as intelligent. The koopa has a great defense and can be scary when done right. However, the koopas are cowards and can't stop themselves once they are sent kicking. If you watched Death Battle Goomba vs Koopa, you get the point from the old results years ago. I do wish it could be the two from Bowser's Kingdom.
